A multi-layered outer defense with a citadel inside the city would be the most potent way to fortify a city, though most just had a single wall and a citadel (Antioch had this, I believe).It has been removed from the normal category system and links to it removed, due to either being terminally out-of-date and/or misleadingly incomplete, or a close duplication of other content. Thickness was important, too, especially once the empire began to face more advanced foes who possessed artillery (catapults and whatnot). Height wasn't the only measure of a wall's strength. There were some exceptions, of course (Constantinople, Thessalonika, etc.). Finally, as the west fell and the east faced attack from all sides, pretty much all cities in the empire shrank into a smaller core that became protected by walls and a garrison, and that served almost more as a place of refuge for the surrounding villagers than as an actual city. Constantinople was built with walls from the start, for instance. However, as time passed and the empire moved into Late Antiquity, the onrush of barbarian armies motivated the building of walls around more cities. My understanding is that during the classical Roman era, most cities would have been unwalled, with exceptions being the really important ones like Rome itself.
